This cheat for civ 5 is widely posted already, however everywhere I can find it has lazily copied 1 original source, where the instructions are not very helpful. So I reproduce it here in a more helpful form.
This cheat will enable a “debug mode” panel on the left hand side of the screen (some sites say the right, but it came up on the left for me!)
Open the game folder. (Which is probably located in Documents\My Games\Civilization V)
Open the file config.ini in a text editor (e.g. notepad)
Scroll down to (or search for) the line DebugPanel = 0
Change the 0 to a 1 and save
Run Civ 5.
In the game press the following 3 (THREE) keys in this order…
1. the apostrophe key ’
2. the slash key /
3. the key at the top left of the keyboard above tab and below escape. on US keyboard this has a ~ symbol. On my UK keyboard it has 3 weird symbols including ¬
